Puerto Rico Gov. Jenniffer González Colón signed several measures into law on October 1, introducing changes affecting property transactions, artisan businesses, sports safety, autism services and cultural preservation.
One of the measures, Senate Bill 707, became Law 197-2026 and amends provisions of Puerto Rico’s Real Property Registry law to align them with the 2020 Civil Code. The changes address areas including mortgage guarantees, property rights, judicial auctions and procedures for establishing property ownership.
The governor also signed Senate Bill 183, now Law 198-2026, which updates Puerto Rico’s Artisan Development Program. The legislation allows the Economic Development Bank to facilitate financing and credit guarantees for artisans seeking to establish, expand or improve their workshops.
Another measure, Law 199-2026, strengthens coordination and oversight of services for people with autism and their families.
The package also includes a law establishing mandatory heat-safety protocols for minors participating in outdoor sports, legislation concerning frontotemporal dementia awareness, and a measure recognizing the Puerto Rican Tuna tradition as Intangible Cultural Heritage.
The new laws cover several areas of Puerto Rico’s public policy, from property administration and small-business financing to healthcare, youth safety and cultural preservation.
